Public Service and Basic Infrastructure Expert

Minimum Requirements

• Minimum 8 years of relevant experience in public service delivery, with a focus on water supply, sanitation, drainage, and related basic infrastructure in urban and rural contexts
• Experience assessing public service delivery gaps, institutional arrangements, and infrastructure needs, particularly in underserved and climate-vulnerable communities
• Strong ability to identify, analyse, and adapt best practices from multiple country contexts to the local Sindh setting
• Experience working with government counterparts or local authorities on infrastructure planning or implementation, including PC-I schemes or similar public investment instruments
• Experience in at least one assignment involving international or comparative analysis in public water service delivery models, including decentralised service delivery, public-private or community-managed service models
