Irregular migration and associated criminal activity in East Africa remain a complex and escalating challenge which leads to significant exploitation of vulnerable people on the move. The planned Border Security Programme will take a multifaceted approach – integrating ‘prevention’, ‘prepare/protect’ and ‘pursue’.
